The government’s land reform efforts appear to be creating problems rather than solving them, according to an International Labour Organisation report.
“State intervention aimed to improve the livelihoods of farm workers since 1994 has largely failed to achieve its objectives because it does not appreciate that the fortunes of workers and producers are interlinked,” the report said.
“During this research, clear signs could be found that both groups are exiting the agricultural sector.”
